It is illegal for anyone without a permit to possess anything that falls under the definition of a Firework here in Illinois. That also means if you bought it legally in another state and travelled into Illinois with it, it's still illegal to have. This counts even if you're just passing through the state. Keep in mind not all fountains have this label.
